Elcee C. Cortez BSN, RN brings over 35 years of experience in the health care field with a wide range of clinical & leadership responsibilities in critical care and psychiatric units of hospitals and home health and hospice care industry. She has extensive experience in operational management, clinical processes design, business development and organizational change. She has extensive knowledge of various CMS care initiative programs to include Hospital to Home Transitional Care, Remote Patient Monitoring Program, Electronic Health Records Incentive and Bundled Payment Care Initiative programs.

She has authored articles in Success Home Care magazine titled “Aggressive Management of High- Risk Patients Helps Agency Achieve Top Outcomes” and for CMS Quality Insights titled “Dominion Care Home Health Focus on Disease Management Contributes to Reduced Acute Care Hospitalization Rates”. She has been a speaker for TAHCH seminars related to Home Health collaborative goals of preventing acute care hospitalization and face to face encounter requirements in home health.

Elcee is a member of various civic and professional organizations. She is currently the PACC-CTR Treasurer and Board Member, Treasurer and Board Member of the Organization of Filipinos in Texas (OFT), Board Member of the Philippine Nurses Association of San Antonio (PNASA), member of the Philippine Nurses Association of America (PNAA), Philippine Chorale Ensemble (PCE), South-Central Texas Organization of Nurse Executives, Texas Association for Home Care and Hospice, TAHCH Diversity and Inclusion Taskforce.

Elcee founded Dominion Care Home Health of San Antonio and under her leadership brought the agency as one of the Home Care Elite Top performing agencies in the United States for quality care and financial performance six years in a row. She received awards in entrepreneurship in San Antonio, TX and during the centennial anniversary event of her Alma Mater in the Philippines. She was best 25 Nurses of South-Central Texas in the category of Advancing the Art and Science of Nursing in 2018.

Elcee completed her Bachelor of Science of Nursing degree, Cum Laude from UST – Legazpi, Philippines. She is happily married for over 28 years to David Paul Cortez of San Antonio, Texas, and proud parents of a wonderful son- Joseph Lawrence.
